The best way to build sleeper steps depends on what they are sitting on and how much use they will get. For light-duty garden steps, compacted stone or firm soil can form the base and tread. For heavier foot traffic, we would move towards concrete or mortar with suitable concrete anchors. If the steps join a deck or timber structure, a properly supported timber frame can be the cleaner route.
Whichever method you use, two things matter throughout the job: water needs somewhere to go, and the sleepers must not be able to rock, tip or creep forward.
Light-duty garden steps
For simple steps through a garden, prepare the ground so each sleeper sits on a firm, level base. Compacted stone is useful because it can be levelled accurately and helps drainage. Firm compacted soil can work for lighter applications where the ground is stable.
Set the sleeper that forms the riser, check it is level and restrain it before forming the tread behind it. Sleeper Support Spikes, brackets and structural screws can help stop individual timbers moving.
Steps with heavier foot traffic

Plan drainage around the base so the finished work does not leave the sleeper sitting in trapped water.
Steps connected to decking or timber structures
A timber frame can make sense where sleeper steps join directly into decking, a timber platform or another framed structure. The frame controls the shape and gives the sleepers defined fixing points rather than relying on loose ground alone.
Use structural timber screws for substantial timber-to-timber connections and check that the frame itself is suitable for the loads and environment.
Keep every sleeper locked together
Sleeper steps are heavy, but weight alone does not stop movement. Use the fixing method that suits the base: spikes into suitable ground, brackets at joints, concrete anchors on hard standing and large structural screws for direct timber connections.
Before filling or finishing around the steps, walk the structure and check for rocking or movement. It is easier to correct at that stage than after the surrounding ground is finished.
Steps beside a drop or retaining soil
Once the steps also retain a significant depth of soil, sit beside a meaningful drop or form part of a larger retaining structure, the job becomes more than simple garden landscaping. The retained ground, drainage and support need to be considered together.

Plan the timber before cutting
