Work from your post layout rather than simply dividing the total fence length by one board length. Measure the spacing between the posts and choose board lengths that finish in the centre of a post.
For example, with timber posts at 1.8m centres, a 1.8m gravel board covers one bay. A 3.6m timber gravel board can cover two 1.8m bays, fixing at the intermediate post and finishing in the centre of the next post. Longer boards can work the same way where the post layout suits them.
