If a timber fence panel is rattling in sound slotted concrete posts, our preferred fix is small wooden wedges. The aim is to take up the movement in the slot so the panel cannot repeatedly knock against the post.

Pin wooden wedges into the panel with stainless brad nails
Fit small wooden wedges where the panel has enough play to rattle, then pin the wedges into the timber panel with stainless brad nails. Pinning them to the panel stops the wedges simply dropping out of the concrete-post slot.
Fix rattling before repeated movement weakens the panel
Moisture and movement are the two things we see shorten the life of timber panels. Repeated rattling, twisting and movement can weaken the joints over time and eventually allow a panel to start coming apart.
Check that the concrete posts themselves are sound and that the panel is the correct size for the bay. If the posts are damaged or badly aligned, deal with that problem rather than trying to wedge a bad installation into place.
Do not solve a size problem by forcing the panel
